Conduct of Board Meetings

Parliamentary procedures not provided for by these policies and rules shall be determined by Robert’s Rules of Order with the following exceptions:

  1. A second shall be required on all motions that are indicated as requiring seconds in Robert’s Rules of Order even though the school Board is identified as a small public body not requiring seconds on motions;
  2. Any Board member may make a motion to “Vote to Reconsider.” The Board member making the motion is not required to have voted on the prevailing side.

Discussion by Board members shall be unlimited so long as it applies to the motion before the Board or the matter under consideration. The Board may vote to limit discussion and the chairman shall confine the discussion to the matter before the Board.

Delegations shall follow parliamentary procedures when presenting their cases to the Board. The Board may request concerns to be in writing, if they so desire. However, delegation of parents or citizens should be handled with tact and forbearance.

All votes on motions and resolutions shall be by show of hands, unless otherwise instructed by the chairman. When the vote is not unanimously for or against an issue, those voting in the minority will be listed by person. The chairman shall vote on all issues, unless he/she indicates otherwise. A Board member having a conflict of interest shall so identify prior to a call for a vote on an issue and may or may not vote, at his/her discretion.

Individual members of the Board may abstain from voting on any motions or resolutions, by so indication and having it duly recorded.
