Community School Program
Purpose of Community Schools
Community schools may be organized in the various schools of the district to:
- Extend the community use of the school facilities beyond the regular teaching day and year;
- Fill needs for educational, recreation and enrichment experiences identified by local residents;
- Develop a partnership between the school, community and community agencies in providing services to meet local needs.
Elements of the Community School Program
- The program must provide for the direct involvement of a local school in the administration and operation of the program, through school volunteers, community resources, special events and other local participation.
- The program must serve an identified community that includes at least the attendance area of the school.
- The program must provide concentrated and comprehensive services in recreation, education and enrichment for all age levels such that the school becomes a community center.
- The program must include systematic and effective procedures for:
- Identifying and documenting the needs, interests and concerns of the community served; and
- Responding to other needs, interests and concerns.
- The program must identify and use educational, cultural, recreational and other existing and planned resources located outside the school to enhance the size and quality of the program.
- The program must serve all age groups in the community, as well as those with special needs for educational services and activities, such as persons of limited English speaking ability, mentally or physically disabled and other targeted groups not adequately served by existing community programs.
- The program must provide for the active and continuous involvement of the local community college, social, recreational and health groups, representatives of parents and students in the regular
- school program. Those involved will advise the district on planning and implementing the program, assessing community needs and resources and evaluating the program. Where a community school advisory council has been formed, its function will be advisory.
Administration of the Program
The building principals will be responsible for the overall development, organization, operation, coordination and evaluation of the district program. Any class offered that would be a continuation of the regular school program (such as summer school) must be approved in advance by the superintendent.
Budget for the Program
The district will participate in administrative support of the community education program with Chemeketa Community College. The community education budget share be proposed to the superintendent at the same time as other budgets are presented for approval by the Board and budget committee. The instructional program shall be self-supporting, with the total income from course tuition offsetting all actual costs of offering the class.
Community School Employees
All community school employees shall be considered classified employees and paid according to the classified salary schedule. Other employees who do not belong to the classified employees’ bargaining unit shall not be paid at a rate exceeding that established for regular school employees.
